YONKERS POLICE DEPARTMENT UPDATE
YONKERS, NY — December 31, 2014 — 3:29 p.m. — On December 29,2014, at 7:30 a.m., numerous YPD units responded to 1 Engine Place (Chicken Island) on a report of a dumping complaint. Arriving units located a large amount of compacted garbage left in the Chicken Island parking lot. New York State Department of Environmental Conservation (DEC) was contacted and they also responded to the scene.
Detectives of the YPD Intelligence Unit assisted the DEC and working collaboratively, they were able to identify suspect Steven D. Palmiotto, a 40-year-old male who resides in Croton-on-Hudson, N.Y. He is the owner and operator of TMI Industries (a commercial refuse collection company) located in Croton-on-Hudson.
Palmiotto was arrested on December 30, 2014, at approximately 5:00 p.m. at 900 Saw Mill River Road in Yonkers by DEC personnel and YPD Intelligence Unit Detectives. Palmiotto was charged with a Class “A” misdemeanor of the ECL (Environmental Conservation Law) and 71-2703.2CI (Allow Release of Solid Wastes to the Environment). He was also issued several summonses from both YPD and DEC for dumping.
“Last night’s arrest is a message to any potential dumpers that there are consequences for your illegal actions and the City of Yonkers will not tolerate it,” said Mayor Mike Spano. “Thank you to the swift investigation by the Yonkers Police, the County’s Solid Waste Commission and the DEC for identifying the person who exhibited complete disregard for the residents of our city. We will continue to work hard each day to make sure the quality of life of our residents is to the standard that this city deserves.”
Investigators reviewed security cameras in the area, which depicted the truck suspect Palmiotto was operating leaving the Chicken Island parking lot at approximately 11:00 p.m. on 12/28/14. This suspect was arraigned and he is scheduled to appear in Yonkers Criminal Court on January 6, 2015. Police Commissioner Charles Gardner stated, “This should be a warning to all that if you dump in our city, we will thoroughly investigate. In this case, the suspect not only faces criminal charges, but he also is faced with the possibility of large fines and seizure of his vehicle, which we are in the process of completing at this time.”

YONKERS, NY — December 30, 2014 — Yonkers Mayor Mike Spano yesterday announced that the Yonkers Police Department will begin an immediate investigation into an illegal dumping incident at the municipal parking lot best known as Chicken Island. A large dumpster-size pile of debris was discovered early Monday morning and was apparently dumped over the Christmas holiday weekend.
Yonkers Tribune has learned that TMI Carting has been recognized to have illegally dumped the refuse pictured herein:
Yonkers Tribune attempted to reach TMI to hear if mitigating issues existed with respect to their conduct. A recording advised the telephone was disconnected. A search for other contact was futile having gained no contact information.
The Yonkers Police Department advise they are awaiting forensic analysis and a forthcoming report likely to be completed by Wednesday or Thursday of this week before issuing any public statement. Yonkers Department of Public Works and New York State Department of Environmental Conservation (DEC) were on site Monday morning, and the Police Department will began a joint investigation with DEC to pursue those responsible for the illegal dumping. Following the conclusion of the investigation, Yonkers DPW will clear the site.
“The City of Yonkers will not tolerate illegal dumping — period,” said Mayor Mike Spano. “The act of dumping is not only a health and environmental hazard, it is offensive to everyone who lives and works in our city. That’s why I have ordered the Police Department to launch an immediate investigation into the incident at Chicken Island.”
In December 2012, Mayor Spano launched a new hotline for residents to report any instance of illegal dumping, (914) 377-DUMP (3869). The City also offers a reward of up to $1,000 to anyone who reports a case of illegal dumping in which a conviction is secured. Since launching the anti-dumping hotline, the Yonkers Police Department has made numerous arrests for dumping violations.
“The Yonkers Police Department takes cases of illegal dumping very seriously,” said Police Commissioner Charles Gardner. “We intend to pursue those responsible for this illegal act and prosecute the responsible party to the fullest extent of the law. I encourage any person with information to call the anti-dumping hotline at (914) 377-DUMP (3869).”
